First and most important to be able to use the language well is that you must be fluent in the language. You can't express what you want to convey if you don't know what words and sentences to use to express an idea, right? Sometimes we think that it's natural for us to be fluent in our native language. But in my opinion, perhaps there is a misunderstanding here. Being fluent and fluent means you only use language to speak, but using language accurately and effectively is a completely different thing. Are their effects the same? What will be the child's reaction to each statement? That is my proof that knowing how to use language and knowing how to use language fluently does not mean using language effectively.
Using language effectively means knowing what to say, how to say it to whom, when and where. You must determine who you are targeting. At home, you can't talk to your parents the way you talk to your children. Out in society, you can't talk to your boss the way you talk to your best friend. For each person you must have a different way of speaking, a different intonation, the words used must be different, the voice must also be different, only then can you achieve the minimum score in communication.
